Llewellyn Louw Municipal Valuer at City of Cape Town Municipality In my current position, as Manager: Valuation Operations and Municipal Valuer at the Cityof Cape Town, my role is to lead and manage a team responsible for General and Supplementary Valuations of approximately 875 000 registered properties, as well as a host of activities associated with this including data collection, objection and appeal resolution. Unlike most valuers, I offer strong valuation modelling, statistical & data analysis and database management skills. My past experience in the private sector has exposed me not only to valuations, but also provided a solid foundation for my ability to conduct property economic research, to author property publications and to draft reports and business plans. Liezl Govender Deputy Director, Valuations of City of Joburg I am currently Deputy Director, Valuations for The City of Johannesburg. I am registered as a Professional Valuer with the South African Council for the Property Valuers Profession (SACPVP) and have undertaken valuations on all types of properties. I was part of the tender process to appoint the new service provider for the new General Valuation Roll 2018, developing the Bid specification document as well as part of the Bid evaluation Committee. In 2018, I was a speaker at the IPTI 13th Mass Appraisal Valuation Symposium on Global Excellence, Local Confidence, held in Halifax Nova Scotia. Relevant Legislation: I have in depth knowledge of The Municipal Property Rates Act 6 of 2004, as amended as well as Appeal Board processes, The Municipal Finance Management Act 2003, and relevant Circulars, Municipal Structures Act (1998), the Municipal Systems Act (2000), The Labour Relations Act (LRA), Act 66 of 1995, as amended as well as The Rates Policy and other internal policies and procedures. Developing of Municipal Property Assessor Qualification Since 2015, I have been part of the CEP, that includes the SA Council of Valuers, National and KZN CoGTA, The Municipal Valuers of Tshwane, Ladysmith, EThekwini, Representatives of the University of Pretoria and Cape Peninsula University of Technology, for the Municipal Property Assessor Qualification: The Municipal Property Assessor (MPA) provides a number of services and support services within a municipality. They coordinate the implementation of the Municipal Property Rates Act (MPRA) in order to ensure compliance, collect data on properties, determine the market value of a single residential property and maintain the integrity of data within municipality in so far as rating interface related matters are concerned. The MPA operates in metropolitan and local municipalities. Employment History I Joined the City of JHB in 1991 (Then Sandton Town Council) Inspecting properties for rating purposes. Doing valuations as well as supplementary valuations for properties in the current and previous valuation rolls. Liaising with other related departments Town Planning, G.I.S and Finance, Mass Appraisal systems, as well as the general public. Preparations as well as assisting with the Valuation Appeal Board hearings. Calculating of endowment and parks contributions for new townships, subdivisions and Rezoning’s. In 2004, I joined ABSA as a Commercial Property Valuer, and expanded my horizons in respect of Commercial, Agricultural and specialized property valuations at Nedbank Corporate Finance and the Industrial Development Corporation. Upon my return to ABSA in 2006, I implemented a comprehensive Quality Control Process to enhance all aspects of the property valuation function. Auditing Nationwide Agricultural, Commercial, Specialized properties and Residential property valuations. I was National Operations Manager and EXCO member at Spectrum Valuation Services (previously ABSA commercial and Agricultural Valuations) I ensured that quality, accuracy and professionalism was maintained throughout the organization.

Motlatso Maloka Acting Valuer General at Office of the Valuer General Motlatso Maloka started working as a Candidate Valuer in 1995 at the City of Johannesburg, and was later promoted to the position of Manager in Valuations, which coincided with the promulgation of the Municipal Rates Act. She worked for CoJ for 17 years. She then joined the then Department of Rural Development and Land Reform as a Director in 2012 at the time when the Property Valuation Act was enacted and promulgated to effect the establishment of the Office of the Valuer-General. She was then transferred to the OVG as a Senior Manager to assist with the establishment of the entity. She was subsequently appointed into an acting role of the Acting Valuer-General in 2019. Motlatso Maloka is a Professional Registered Valuer with the SACPVP. She is also a member of the South African Institute of Valuations (SAIV) wherein she has served as a Committee Member from 2011 to date. Motlatso holds a National Diploma in real Estate from Unisa (University of South Africa) and a BSc[Hons] in Real Estate from UCEM(University College of Estate Management).

Janet Channing Managing Director of MetGovis Janet Channing, Managing Director of MetGovis, is a registered professional property valuer, with extensive experience within local government specifically in the areas of municipal valuation and rating. Janet is registered with the South African Council for Property Valuers Profession and is a member of the South African Institute of Valuers. Janet has a Master's in Applied Ethics, National Diploma in Real Estate, a project management diploma and a post-graduate diploma in human resources management. She is currently doing her research doctoral thesis through the University of Pretoria on the use of geospatial data for the sustainability of local government. She endorses the requirement for an accurate geospatial property register as the hub for all property related business within municipalities.

Jerry Margolius Managing Member at Jerry L Margolius & Associates Jerry Margolius holds a Masters Degree in Property (Construction Economics and Management) and holds a National Diploma in Property Valuation as well as a Higher Diploma in Arbitration. He is a Fellow/Life member of the of the SA Institute of Valuers and a Fellow of the Association of Arbitrators*. Jerry has been actively involved in the property valuation profession for over 40 years. Included amongst its client base Government Departments, Embassies, Listed Companies, Private Companies, Trusts and individual property Owners. His specialist fields are litigated valuations and acting as an expert witness, expropriation, specialised properties, land restitution, municipal valuations as well as running a general valuation practice. Jerry Margolius is a Fellow/life member and past president of the SAIV having also served on both the SACPVP and Council for the Built Environment (CBE). He is also a Fellow member of the Association of Arbitrators and has been appointed as a Mediator for Land Rights. Jerry is the managing member of Jerry L Margolius & Associates CC and a Director of Margin Property Valuation Services (Pty) Limited. He is married to Hilary and have 2 children and 2 grandchildren. He also edits the SA Valuers Manual and serves on various boards and committees from time to time. He was part of the team that initially attended on the Municipal Property Rates Act as well as the Property Valuation Act after introducing the Valuer-General concept to the Government.
