Stephen has more than 34 years working experience covering a variety of property related disciplines including Project Management, Operations Management, Property Development, Facilities Management, Management Consulting and Property Valuations as briefly described below.

Stephen worked for several property development companies and professional consultancies over a period of 14 years including Huff Smith & Associates, Murray & Roberts, Permprop, Nedcor Property Development, Tramore Property Group and Turner & Townsend. He has filled various management roles including:
Project Manager - responsible for coordinating town planning, township establishment, construction, sales, marketing, conveyancing, and project management of property development schemes including:
▪ Affordable housing projects
▪ Sectional title schemes
▪ Office parks and office buildings
▪ Up-market residential security estates

Operations Manager - in charge of project management department with full management responsibilities.
Development Manager - responsible for identification of new projects, formulation of project budgets, cash flows and feasibility studies.
Management Consultant - worked on several commissions including:
▪ Business Cases – Gauteng Provincial Hostels Portfolio
▪ Business Systems – Pareto Limited, property management system
▪ Facilities Management – Management of tender process for Parliamentary Precinct and Union Buildings
▪ Project Management – My Acre of Africa project for Nelson Mandela Foundation

Stephen is a director of Mills Fitchet. He registered as a Candidate Valuer in 2003, qualified as a Professional Associated Valuer in 2006, and a Professional Valuer in 2010. He has over 20 years’ experience in various fields of property valuations.

Stephen has appeared as an expert witness in the High Court on several matters.

Stephen was responsible for the project management and proclamation of the Stockowners site on the N3 at Howick from agricultural land into a mixed-use commercial/light industrial township.

He is responsible for the project management and co-ordination of the Municipal General Valuations and was very involved in the development of Mills Fitchet’s own Valuation Roll Management System (VRMS) - ValueIT, which was developed in terms of the new Municipal Property Rates Act (MPRA). He was also responsible for the development of GIS (Geographic Information Systems) systems in the firm.

Stephen manages the Mills Fitchet Group marketing initiative country wide and served on the South African Institute of Valuers (SAIV) branch executive in KwaZulu-Natal from 2010 to 2012.

Stephen is married with two children. Enjoys mountain biking, running, hiking, water sports, and outdoor activities.

Scott has worked in the real estate industry since 1994. He studied towards the National Diploma Real Estate (Property Valuation) and worked part time for Mills Fitchet during the latter part of the 1990’s, gaining crucial practical experience in the valuation of property. In 2000-2001 he spent time in the United Kingdom for a year before returning to South Africa to a full-time position with Mills Fitchet.
Scott has experience in all facets of property valuation including Trade Related Properties such as hospitals, hotels and lodges, profit driven private schools, commercial properties such as shopping centres, office blocks and petrol filling stations, industrial factories and warehouses, and all types of farms eg. dairy, poultry, piggeries, timber, irrigation, grazing, macadamia and pecan nut orchards, avocadoes, citrus, blueberries, and kiwi fruit, as well as game farms. He was involved in the valuation of several properties for the Expropriation of land for the construction of the Spring Grove Dam, in the KZN Midlands, and worked closely with Advocate Gerrit Grobler SC (co- author of “Expropriation” contained in the book “The Law of South Africa”) on a matter that went to Arbitration. Scott has produced several valuation reports for the legal fraternity to assist in resolving matters subject to litigation. He has also undertaken historical valuations dating back to the 1960’s to provide an opinion on property value that assists in determining whether just and equitable compensation was paid to those whose properties were expropriated due to the Group Areas Act.
He is the main point of contact and Principal Valuer for the Mills Fitchet Midlands branch for most of the major banks in the country. Scott is also very involved in producing and maintaining Municipal Valuation Rolls for rating purposes and has acted as Municipal Valuer and Assistant Municipal Valuer for numerous Municipalities in KwaZulu-Natal. He has been particularly successful in defending his valuations in Appeal Board hearings.
Having qualified as a Professional Associated Valuer in 2003, Scott was awarded the KwaZulu-Natal branch prize for Best Student in Practical Valuation in 2003 by The South African Institute of Valuers and was registered as a Professional Valuer in 2009. He became a shareholder and Director of Mills Fitchet (Natal) in 2005 and subsequently also Mills Fitchet (East Coast) and Mills Fitchet (Africa). In 2010 he was appointed as an Appraiser in terms of The Administration of Estates Act, 1965 (66 of 1965) for the Department of Justice and Constitutional Development. In 2012 he was Certified as a Master Practitioner in Real Estate (MPRE) and is register as a Principal Property Practitioner.
Scott is a Member of the South African Institute of Valuers and has served on the Branch Executive of the KwaZulu-Natal Branch, at one point as the Vice Chairman. He is also a Member of the Royal Institute of Chartered Surveyors (MRICS).
He has mentored and continues to mentor Candidate Valuers to provide them with the required knowledge and skill to enable them to be registered as Professional Valuers.

Alan is a Professional Property Valuer with more than 30 years’ experience in all facets of property valuations and is currently the Managing Director of Mills Fitchet Africa (PTY) Ltd. Alan has a degree and post graduate diploma in agricultural farm management and farms for his own account. Alan also has a law degree and a diploma in International Arbitration.

Major assignments include valuations for large corporations, banks, government departments and private individuals, the valuation of properties for incorporation into game reserves, dam and pipeline servitudes for the department of water affairs, Mossgas and the TCTA, Eskom power line servitudes, the valuation of properties for development purposes in Edendale and Inanda and other townships, the valuation of specialized agricultural properties including abattoirs, banana plantations, citrus orchards, flower operations, game reserves and farms,
horticultural and viticulture operations, macadamia and nut farms, poultry and piggery units, sugar cane farms, tea and tobacco farms, timber plantations, as well as the valuation of properties under land claims and settlements of disputes.

Alan is currently the appointed Municipal Valuer of approximately 15 municipalities in KwaZulu-Natal and supervised the valuation of properties for rating purposes in those municipalities. He was at the forefront of the implementation of the Municipal Property Rates Act (MPRA) as well as the interpretation of the new Act and formulation of best practice guidelines with special emphasis on agricultural properties.

Alan has appeared as an expert witness in the High Court and Land Claims Court on numerous occasions and before the Heath Special Investigation Commission. Alan is an appointed assessor to the Land Claims Court and has acte as an assessor with various judges for more than 15 years (Randburg, Mpumalanga, Eastern Cape and KwaZulu-Natal). Alan was instructed by Judge Gildenhuys to act as an independent expert in the Kusile Land Claim. Alan was appointed by the Trans Caledonian Transfer Authority (TCTA) and BKS to value all the farms for expropriation purposes because of the inundation of water for the Spring Grove Dam at Rosetta and the pipeline
servitude from the de Hoop dam for the Olifants River Water Resources development project (ORWRDP). Alan was called as an expert witness in an arbitration matter involving property inundated by the Springrove dam and as an expert witness in an international arbitration because of a dispute in terms of a bilateral trade agreement (BIT). The arbitration was held at the International Centre for Settlement of Investment Disputes (ICSID) at the World Bank in
Washington DC. in November 2013.

Recent assignments include the valuation of properties for the Estate Late N R Mandela, Melmoth farms under land claim and the Ebenhaeser land claim on the West Coast. Recent valuations which required court appearance as an expert witness include Rowebridge Investments Pty Ltd v Mackay Family Trust (Servitude rights), The Thembu Mkhuzane Community and others v Bruce and others (Restitution claim), Oakford Priory Pty Ltd v MEC of Education (Expropriation-Just and Equitable compensation), Feroz Shah and 37 others v The Minister of RDLR (Pavilion- historical valuation) and E Zuma v Minister of RDLR and others (labour tenant claim).
