Join us for the Southern Branch Spring Valuations Seminar taking place on 27 October in George.

The seminar will feature keynote speaker Executive Mayor Alderman Leon van Wyk of George Municipality, speaking on how the Municipality is aiding property development in the Southern Cape.

Leon van Wyk was born in Oudtshoorn and completed his schooling in Worcester. He graduated with a BCom from UCT with joint majors in Accounting and Economics, qualifying as a chartered accountant in 1981. He then joined the Industrial Development Corporation as an investigating accountant and later specialised in corporate finance with Rand Merchant Bank, Societe Generale and various owner-run boutique operations advising public and private companies across most economic sectors on strategy, mergers & acquisitions, capital raisings and economic development projects. He later co-founded a commercial property venture with Nedbank.

He relocated to George at the end of 2010, becoming a DA ward councillor in 2011 for the Wilderness ward. He was MMC for Finance from 2011 to 2016 with George Municipality receiving clean audits from 2012 to 2017. In May 2020, he was elected as Executive Mayor and commenced with the turnaround to restore clean governance and sound administration. During the 2020-21 financial year, there has been a focused effort to accelerate capital spending to complete a 66% increase in waste-water treatment capacity and to secure funding for a 50% increase in water treatment capacity. These endeavours have resulted in the approval of a R1,1bn grant facility that will also include the complete refurbishment of the secondary city’s three largest sewer pump stations.

On being re-elected in November, Leon’s team will also focus on projects to procure alternative energy to reduce reliance on Eskom electricity, investigate electricity provision to informal settlements, drive economic development, promote tourism, the provision of subsidised and entry-level housing; and ongoing service delivery improvements.

As a GIS professional, Andre specializes in collecting, analyzing, and visualizing complex geospatial data to help clients make informed decisions. His responsibilities include:

• Collecting and analyzing data from a variety of sources, such as satellite imagery, GPS, and aerial photographs using ESRI ArcGIS Suite.
• Creating maps, applications, dashboards, and other visualizations using GIS software to help clients understand complex information and make data-driven decisions.
• Developing and implementing GIS systems and databases to organize and manage large amounts of geospatial data.
• Providing technical support and training to clients on how to use GIS software and other geospatial tools effectively.
• Assessing and recommending GIS software, hardware, and infrastructure to meet clients' needs and budgets.
• Analyzing data to identify patterns, trends, and relationships that can inform clients' decisions.
• Collaborating with other professionals such as planners, engineers, and scientists to integrate geospatial data and information into their work and make more informed decisions

Dean Ward holds a National Diploma in Property Valuation, National Diploma in Property Development and Management, a post graduate diploma in business management and various other qualifications.
He is a well-known figure in the property valuers profession with over 30 years’ experience in property valuation.
He has contributed to the academic field as a lecturer in property valuation and property law at CPUT for 12 years.
He has worked as a consultant valuer for many leisure development projects and hotel valuations in Africa and the Far East including China and Thailand.
He has presented papers on valuations and property tax as a guest speaker at national and international conferences.
He is currently contracted to the City Council of Cape Town.

Willem is a registered Professional Planner as well as a Professional Valuer. He practiced in both professions in the South Cape for most of his career in his firm WM de Kock Associates. During the past 10 years he was involved in the drawing up of Spatial Development Frameworks (SDF’s) of George, Mossel Bay and Knysna as well as in compiling Local Spatial Precinct Plans in those areas, including precinct plans for the Mossel Bay CBD, harbour and airfield, and development corridors such as the Gwayang Tourism corridor towards the George airport and the Louis Fourie corridor in Mossel Bay.

He performed valuations in all the towns and rural areas of the South Cape and often came across
issues of development potential of land, population trends and market demand as factors that
impact on market value of vacant and rural land.
